Objective of the program

To initiate the revegetation of 800 hectares, followed by the recovery of 2,000 hectares in the environmental area 1 (areas compromised by the deposit of tailings in the channels and riverbanks of the Gualaxo, Carmo and Doce Rivers, considering the respective passages of their formation streams and tributaries, as well as the estuarine, costal and marine regions in the parts impacted by the collapse) in the municipalities of Mariana, Barra Longa, Rio Doce and Santa Cruz do Escalvado.

In December, the seedlings of the ATER Family Nurseries were put up for sale: The Renova Foundation initiated the acquisition of seedlings from family farmers for use in forest restoration in the current rainy season. The seedlings need to comply with quality standards required by Renova and will be sent to rural producers who are recovering springs in Coimbra and Ponte Nova. This fact reflects the achievement of one of the main objectives of the project: ''Income diversification in rural properties''. The aerophotogrammetric survey of RPA 6 (rainy season) in Environmental Area 1 was also completed on 12/14/20 by the Geopixel team.

Commercialization of seedlings from family plant nurseries - the client this time was the MRF consortium company, which promoted an environmental event and distributed about 400 native forest seedlings to its employees, encouraging their planting and care for the environment. The main aim of the Ater family nurseries project is " to promote the integration of farmers in the production chain of seeds and seedlings to stimulate entrepreneurship in this field, diversify the income of rural properties, promote the exchange of knowledge between universities and farmers and also the creation of forest nurseries in the region, as it lacks this market”.

CIF Resolution No. 433, of September 16, 2020 validates the closure of the Emergency Plan Project, of the Environmental Area 1 Recovery Program, in the Municipalities of Mariana, Barra Longa, Rio Doce and Santa Cruz do Escalvado - MG, proposed by Technical Note nº 04/2020/CTFLOR/GABIN, related to Clause nº 158 of the Transaction and Conduct Adjustment Term. Next step are independent audits by Ernst & Young, responsible for attesting the closure, under clause 195 of the TTAC.

Still following the alerts of the World Health Organization (WHO) and the Ministry of Health, and faced with the increase in cases of contamination by the new coronavirus (COVID-19) in Brazil, Renova Foundation, as of April/2020, has kept some of its field activities suspended
in the municipalities of Barra Longa, Rio Doce, Santa Cruz and Ponte Nova;

Meeting for presentation and discussions regarding the project that covers beneficial microorganism use in the production of native seedlings for forest restoration in areas affected by tailings, and the family nursery project, which aims to form a seedling production network and boost the local economy. The event took place on 02/01/2020, and was attended by all family nurseries, the large nurseries that supply seedlings to the upper Doce River (Ouro Verde and Arvore de Natal), forest restoration companies (ERG/STCP and Egis), team from the Federal University of Minas Gerais (UFV), Northeast Environmental Research Center (CEPAN), Renova Foundation and other rural producers and companies.
• Publication, on 02/19/2020, of the video reporting on the project of the partnership that was signed between the Renova Foundation and the Federal University of Viçosa (UFV), to carry out research in the regions affected by the dam collapse. The study is looking for strategies to improve the development of plants in the areas affected by the tailings originating from the Fundao dam. The work, coordinated by Professor Maria Catarina Megumi Kasuya, found solutions that help seedlings to grow faster and more vigorously with the help of beneficial microorganisms.

• Installation of fences around PPAs (Permanent Preservation Areas) to free up areas for planting forestry species in the municipalities of Mariana/MG and Rio Doce/MG.
• Soil preparation in the municipalities of Mariana/MG and Rio Doce/MG to improve the physical conditions of the land, to facilitate the growth and development of roots.
• Presentation, in Belo Horizonte/MG, of the results of the forest restoration experiments carried out, and of new experiments implemented in areas affected by tailings from the Fundao dam. These studies are part of the partnership between the Renova Foundation and the Federal University of Viçosa, developed by Professor Venancio.

The amount of approximately 700 hectares of forest restoration, foreseen in the 2019 planning, was not met. Cause: The reported number of 700 hectares refers to the total impacted Permanent Preservation Areas (PPAs), which can be restored with forest and which must be completed by the end of March 2020 in accordance with the Transaction and Conduct Adjustment Term (TTAC). Of this total (700 hectares), 179.94 hectares are not released by the owners for forest restoration. The 125.55 hectares reported as accumulated in 2019 are related to the direct planting of seedlings. The number of hectares for the conduction of advanced natural regeneration is not yet calculated in this executed amount. Countermeasure: Finalize the areas subject to forest restoration and with authorization for interventions by the end of March 2020.
Signing of the term of adhesion to the Atlantic Forest Restoration Pact. With the adhesion, another channel is created for the development, knowledge and sharing of forest restoration techniques. With over 260 thousand members and 10 years of experience, the Atlantic Forest Restoration Pact aims to improve forestry techniques with large-scale results and generate environmental, social and economic benefits. The main focus is to enable the worldwide recovery of 15 million hectares by the year 2050, including annual targets and the monitoring of results. Through this partnership, all forest restoration actions carried out by the Renova Foundation in the Atlantic Forest biome become part of the Pact's initiatives. These actions cover approximately 45 thousand hectares along the Doce River Basin.

• Technical diagnostics of planting forestry species and elaboration of projects.
• Soil preparation in the municipalities of Mariana, Barra Longa and Rio Doce to improve the physical conditions of the land, to facilitate the growth and development of roots.
• Maintenance processes of the planted areas in the municipalities of Mariana and Barra Longa, with the use of selective mowing, reinforced pest control (ants and termites), the crowning of the seedlings, and top dressing.
• Irrigation of planted areas in the municipalities of Mariana and Barra Longa for initial seedling establishment.
• Initiation of seedling production process in inoculated substrate for use in forest restoration of Front 01 (Mariana-MG).
• Implementation of new experiments in the Mariana region, as a result of the agreement with the Federal University of Viçosa (UFV-SIF) aimed at ecological restoration and definition of criteria and indicators for monitoring the restoration of areas impacted by the Fundao dam collapse. Some nucleation techniques used in these experiments are perches, dead branches and topsoil transposition. All of them confer a more ecological restoration process, having the fauna contribute.
• The third stage of the working group meeting was held in Brasilia-DF, for the revision of decree 5.153/2004, which provides for the National Seed and Seedling System (SNSM) and other measures. The participation of the Renova Foundation, together with members of the Atlantic Forest Seed Networks, Cerrado and other partners was essential to maintain the designation of the forest seed collector in the decree. According to the Foundation, the use of the seed collector guarantees the traceability of the entire forest seed chain process, as well as giving visibility to the seed sector chain link that is usually marginalized.

• Visits to four rural properties where they take care of Agroflor seedlings, and where training and preparation began for the implementation of forest micro-nurseries adapted to family farmers. The visits were attended by the Renova Foundation, Agroflor and the Federal University of Vicosa.
• Initiation of production of seedlings in substrate inoculated with microorganisms originating from the partnership between the Renova Foundation and the Federal University of Vicosa. Initially, 22,000 seedlings will be produced, which will be cared for by four rural producers in Mariana. When ready, the seedlings will be planted in the areas executed by Agroflor, in the Upper Doce River region, in Fronts 02 and 03.
• Presentation of the political, social, institutional, ecological and technological criteria used to map and prioritize forest restoration areas along the Doce River Basin, and work on post-collapse emergency actions, integrated rural property repair, and strategy for farmer involvement. The presentation was made by the Sustainable Land Use team between 09/24 and 09/28, at the 8th World Conference on Ecological Restoration, held in Cape Town, South Africa. The studies were developed in partnership with the Federal Universities of Minas Gerais and Vicosa (UFMG and UFV).

• Technical training for monitoring natural areas and those being restored, held on 08/19/2019 and 08/20/2019 at Instituto Terra, in Aimores (MG). The technicians involved in the recovery of the Doce River Basin attended practical and theoretical classes taught by specialists from Bioflora Restoration Technology. In addition to staff of the Renova Foundation, Progen, Brandt and Instituto Terra, members of the Technical Board CT-Flor also participated (Ibama, CBH-Doce, IEF, IEMA).

• PPA fences to make available planting area to meet forest restoration framework in impacted area by March 2020.
• Initiation of operations of one of the companies contracted for forest restoration is delayed. Cause: delay in negotiating the costs of services and inputs with the contractor. Countermeasure: close negotiations between the supply area and the contractor to provide conditions for start operations on 07/08.

Forest Restoration Mariana - Front 1: Completion of the contracting process of the consortium that will work on this front. Kick-off scheduled for the first half of April.
Forest Restoration Mariana/Barra Longa - Front 2: Accumulated planting of 96.97 ha of the 211.67 ha planned (45.71% of planted area), besides the implementation of a silviculture system and interventions of soil preparation and counting of regenerants.
Forest Restoration Barra Longa - Front 3: Accumulated planting of 4.225 ha of the 304.84 ha planned (1.39% of planted area). Field activities were interrupted because the contract is being terminated. Planning of execution with another company, not affecting the March 2020 deadline.
Forest Restoration PN, RD and SC - Front 4: Accumulated planting of 22.45 ha of the 284.53 ha planned (7.9% of planted area). In March, other maintenance activities were also carried out on the properties on this front.
Creation of a Crisis Management Office to identify and discuss issues related to the municipality of Barra Longa.
In March, the definition of Program 40 was approved by the Technical Board CT-FLOR. In relation to the Environmental Regularization Plan (PRA), to terminate the program it will be necessary to obtain a term of acceptance or withdrawal from the owner. During the month of April, the CIF must publish the resolution formalizing the definition of the program.
The passwords to access the National Rural Environmental Registry System (SICAR) are being updated for rectification of the records. Signatures of the CAR delivery terms are being collected.

Initiation of implementation of the Agroforestry System (SAF), which aims to cultivate species of forest restoration and agricultural interest simultaneously in the same geographic location, in order to optimize the rural area, making production sustainable.
Initiation of implantation of silvicultural system, consisting of sequencing of samples and silvicultural treatments, aimed at favoring certain trees to obtain forest formation with a higher proportion of commercial species, of preference and increasingly stronger.
In February, the definition of Program 40 was discussed and revised by Technical Board CT-FLOR. During the month of March, the Renova Foundation will position itself on the proposed revisions and, after that, forward it to the CIF for approval.

Completion of the technical analysis of the proposals received for the Tender "ATER Sustainability - Resumption of Agricultural and Livestock Activities".

In January, the technical analysis started of the proposals received for the Tender "ATER Sustainability - Resumption of Agricultural and Livestock Activities". The Technical Assistance and Rural Extension (ATER) actions will support the process for the resumption of agricultural activities on affected properties, according to clause 125c of the Transaction and Conduct Adjustment Term (TTAC).
Finished the mapping of permanent preservation areas throughout the impacted area from the Fundao dam to Candonga. This study, which followed in detail the guidelines of the Forest Code, addresses the qualification of the mapping carried out after the collapse. The identification of the tributaries and springs was done initially by means of satellite images and, soon after, measured by the field teams. This way, in addition to repairing the damage caused, it will be possible to define the areas on impacted properties that are subject to environmental regularization. Based on this material, the planning for forest restoration in these areas will be carried out in a more objective manner and there will be direct communication with the rural producer and bodies responsible for approving the actions of the Renova Foundation.
On 01/22 and 01/23, technical visits were made by companies in order to contract services for vegetable gardens and orchards. The scope of the contracts was divided into 2 parts: Package 1 - Mariana; and Package 2 - Barra Longa, Rio Doce, Ponte Nova, S. C. do Escalvado and Backyards of Barra Longa. The technical visit has the objective of aligning the specifications of the services to be executed with the candidate companies as a way of guaranteeing the quality of the contracting, avoiding delays in the execution of the services.

In December/2018, the closing date was reached for receiving proposals from public and private institutions interested in participating in the Tender ATER Sustainability - Resumption of Agricultural and Livestock Activities. The Technical Assistance and Rural Extension (ATER) actions will support the process for resuming agricultural activities on affected properties, according to clause 125c of the Transaction and Conduct Adjustment Term (TTAC). The Tender was developed in partnership with the State Secretariat for Agrarian Development (SEDA) and the Technical Board of Economy and Innovation of the Interfederative Committee (CIF).
On 12/17/2018, the EMATER team (Company for Technical Assistance and Rural Extension) was mobilized to carry out consultancy and training activities.
On 12/17 and 12/18, nuclei were implanted on the property of Mr. Ivaldil, in Mariana (MG). Nucleation is a forest planting system for the recovery of large degraded areas. The objective is to facilitate the work of planting seedlings, reducing the cost of forest restorations, with minimum maintenance and maximum efficiency. The product was ranked among 8 finalists of the WWF-sponsored Environmental Challenge and was granted some of the world's top design awards.
On 12/19/2018, the SAF (Agroforestry Systems) Implementation Workshop took place. The workshop was conducted in an Communal Work format to launch the first SAF Demonstration Unit of the “Renewing the Landscape” project. The goal is to teach techniques for restoring forests and degraded areas by planting multiple crops together with tree species.
On 12/05/2018, a training session was held on Agroecological Vegetable Gardens. The course was taught by the rural producer Waldir Pollack, affected by the Fundao dam collapse, with the objective of teaching sustainable practices of organic agriculture. The classes take place on his property in the community of Paracatu de Cima (MG) on a bi-weekly basis.

In November, forest restoration began in Front 4 (Rio Doce, Ponte Nova and Santa Cruz do Escalvado).
Furthermore, technicians of the Renova Foundation were invited for interviews by several communication channels, such as Jornal Nacional, Jornal Hoje, Band SP, Band MG, NBR, Radio Itatiaia, etc. The great demand for information came with the 3-year mark of the Fundao dam collapse.
On 11/08, the tender for research projects was launched in partnership with the Foundations for Supporting Research of the States of Minas Gerais and Espirito Santo (FAPEMIG and FAPES), seeking the implementation of actions to produce knowledge associated with the second round of economic losses recovery, social and environmental consequences of the collapse of the Fundao dam in Mariana (MG).
On 11/13, a SAFs (Agroforestry Systems) course was organized by WRI, which aims to teach techniques for restoring forests and degraded areas by multiple cropping with tree species.
Between 11/21 and 11/23, the Second Brazilian Conference on Ecological Restoration took place in Belo Horizonte, organized by SOBRE (Brazilian Society for Ecological Restoration) where several works by UST were presented.

In October, training courses were offered in Mariana on organic horticulture for 17 people. The main objective of the initiative is to generate alternative income production and strengthen family farming on farms. Producer Waldir Pollack, hired by the Renova Foundation, taught 2 courses in October (10/24 and 10/31) on this topic.
The forest restoration process was started in Front 3 (Barra Longa) and Front 4 (Ponte Nova, Rio Doce and Santa Cruz do Escalvado), already resulting in field visits and soil sampling analysis.
End October, the registration process for the second ATER Sustainability Tender - Resumption of Agricultural and Livestock Activities, developed in partnership with the State Secretariat for Agrarian Development (SEDA) and the Technical Board of Economy and Innovation of the Interfederative Committee (CIF). The objective is to support the process of environmental readjustment and the application of sustainable production practices on rural properties affected by the Fundao dam collapse, within the range of the municipalities of Mariana, Barra Longa, Santa Cruz do Escalvado, Ponte Nova and Rio Doce. Registration for the Tender goes until the beginning of December. Public and private institutions may participate.
In October, the first evidence of natural regeneration was obtained in the Doce River basin in the areas affected by the tailings. With the results of an experiment carried out by the partnership between the Federal University of Vicosa and the Renova Foundation, a greater predominance of pioneer species was observed in mud-affected environments compared to reference environments.
In addition, 25 retention basins were constructed and 333 soil samples were collected in October.

On 08/27, the contracting process started for the Productive Restructuring of impacted properties in the Municipalities of Mariana, Barra Longa, Rio Doce, Ponte Nova and Santa Cruz do Escalvado. The contractor will act in managing the pasture of these producers, increasing soil fertility and productivity, being one of the main vectors of the Resumption of Agricultural Activities. These activities are scheduled to end in March 2020.

On 08/24, the contracting process started for the Forest Restoration services on properties impacted in the municipalities of Barra Longa, Rio Doce, Ponte Nova and Santa Cruz do Escalvado (fronts 3 and 4). The contractor will act in the Environmental Recovery of these properties, with a total of 495 hectares to recover. It is worth noting the efficient negotiation, in which a reduction of approximately 20% in the cost per hectare was achieved in relation to the contract in February for fronts 1 and 2 (Mariana and Barra Longa). It is expected that the contractor will start activities by: 09/24.

On 08/23, a theoretical course on Agroforestry Systems was held in Barra Longa for those affected and interested in becoming one of the five Demonstration Units on this topic. Ten affected individuals were trained, in addition to those from the Renova team. On 08/29, there was an exchange program on a model farm located in Araponga/MG to continue the training of these stakeholders. The Demonstration Units are a key delivery of the Resumption of Agricultural and Forest Restoration programs, as they promote training and exposure to technologies for diversification of the local economy.

From July 16 to 18, awareness-raising workshops were held in the municipalities of Mariana, Barra Longa and Rio Doce. These workshops, attended by approximately 80 affected rural producers, have the objective to motivate families to adhere to sustainable production technologies for the Resumption of Agricultural Activities and setting up SAF Demonstration Units (agroforestry systems), Silviculture of Native Species and Ecological Pastures.

Also through the Renewing Landscapes Project, on July 26 and 27, two other workshops were held with local leaders for identifying critical success factors and mapping of parties associated with landscape restoration, part of the ROAM application (forest restoration analysis methodology) in the territory of the extended Gualaxo do Norte.

In July, emergency support was initiated for producers of the Pequeno River/Juparana Lagoon. Due to the flooding of the region in front of the barrier constructed for preventing the possible entry of tailings material, pasture lease is underway for the relocation of cattle from rural producers in the region. Still as part of this emergency action, provision of silage and fence material for sheep farmers.

We already issued 197 PASEA and completed 207 Sustainability Assessments (ISA) for 236 eligible properties, of which 228 have an active Rural Environmental Registry and 179 have already been rectified; 72.0 hectares of forest have been restored from a total of 647 hectares that might be reforested; 21,186 tons of silage were delivered to impacted producers; 2,666 hours of technical assistance and rural reach were provided for 166 properties.

In June, a specialist in Geographic Information Systems joined the Sustainable Land Use team. He became responsible for the organization, standardization, publication and generation of indicators from the geographic data collected by the various disciplines.

This professional will rotate through several areas, supporting the planning process for the contracting of services that involve the generation of spatial data, as well as the use of this information to ensure the definition of indicators and the monitoring of the Sustainable Land Use actions. It will also apply geotechnologies for the use of the field teams, which will contribute to the agility in the execution of all these steps to increase the quality of the information generated.

This change will also bring positive impacts for the elaboration of projects resulting from the solutions defined in the Socioeconomic and Environmental Adequacy Plan (Pasea), which is focused on reparatory actions and the Individual Property Project (IPP), for those properties that are being compensated through the programs. This is because the change will allow the monitoring of its evolution through an online platform, meeting the new demands of the governance of the Foundation, public agencies and civil society.

This program’s actions are reported in the section dedicated to Program 17, which deals with the integrated action between socioenvironmental and socioeconomic initiatives to repair and adapt rural properties impacted by the collapse of the Fundao dam.

A partnership was approved with the Federal University of Ouro Preto (UFOP) for sample collection and comparative analysis of the presence of trace metals in the soil, in wildlife that feed on the flowers, and the parts that we consume as food (bioavailable fraction). The results of these studies will provide answers on the toxicity of the tailings and its possible effects on the food chain.

These studies will also serve as a basis for research on ecological risks and human health, which will be conducted by the Renova Foundation. The first stage of this activity are the field expeditions to collect samples.

In March, fencing activities of the Permanent Preservation Areas (PPAs) started for the forest restoration of lots 3 and 4 (Barra Longa to Rio Doce). This action deals with the execution of preliminary services for planting activities, which is scheduled to start in October 2018.

An agreement was signed with the Federal Universities of Minas Gerais and Vicosa (UFV/UFMG) to begin technical/scientific monitoring of forest restoration. The scope of the agreement involves technical guidance for adaptation, implementation of alternative ecological restoration techniques, as well as assisting in the monitoring and definition of the indicators.

The program has filed a report with the CIF and the Forestry Technical Board on the completion of the regulation works on channels, banks and of erosion control of the Gualaxo do Norte, Carmo and Doce Rivers. In addition, it signed an agreement with the Federal University of Vicosa (UFV) for technical/scientific monitoring of the forest restoration.

It continued the maintenance of the bioengineering works for the rainy season and carried out the fourth campaign to monitor the erosion control and rehabilitation of tributaries/main channel between the Fundao and Candonga.

It started the forest restoration work on fronts 1 and 2 (Mariana and Barra Longa, Minas Gerais) and presented the report in response to phases 3 and 4 of the WATU operation, carried out by the State Department of Environment and Sustainable Development (SEMAD), to support the actions of the Renova Foundation for environmental recovery.

Whereas the restoration contracting process of fronts 3 and 4 is under analysis by the Renova sourcing sector.

In January, the program continued the activities for fencing the Permanent Preservation Areas (PPA's) that will be recovered, including the main river channel PPAs, forest fragments and springs in the municipality of Mariana (MG). So far, 36.8 km of fences have been installed on 55 affected rural properties.

Bioengineering maintenance services were also carried out in the tributaries classified as G02, G03 and G04, in compliance with the Ibama report on Phase IV of Operation Augeas. To ensure the quality of these bioengineering services, and others already completed, and to verify the need for new interventions, Renova is continuously monitoring the field.

In January, priority areas 7 and 15 underwent detailed corrective maintenance including the following services: shredding, riprap and revegetation. The maintenance of the areas is programmed until stability is guaranteed, taking as a reference the pre-collapse situation.

The completed tributaries are also undergoing maintenance. For tributaries without access, or with difficult access, monitoring is being performed by aerial images (UAV and drones) to follow the process of natural regeneration.

Another vegetation monitoring campaign, via aerial imaging, is being carried out by Geopixel.

Forest restoration activities started in the Mariana and Barra Longa region of Minas Gerais with kick-off meetings with Emflortec and Agroflor. Also, in Barra Longa (MG), the team visited properties for the selection of Demonstration Units of Ecological Pasture, for reforestation with low-cost native trees (Verena Project) and agroforestry systems. The same work is being done in Santa Cruz do Escalvado (MG).

The teams of this program carried out the fencing of the Permanent Preservation Areas (PPAs) to be recovered, including those of main river channels, part of forests and springs on 37 rural properties of the municipality of Mariana (MG).

In the non-priority areas 19, 25 and 27, the erosion control works and the regularization of river channels and banks were completed. The activities carried out in these areas included the conformation of soil, restoration of drainage systems, dibbling, fertilization, manual sowing and application of biodegradable blankets and sediment retainers.

Priority areas 15A and 15B and non-priority areas 21 and 22A underwent corrective maintenance through dibbling, sowing, fertilization and irrigation. The completed tributaries are also going through the maintenance process.

Technicians of the program conducted field trips during the 3rd intervention monitoring campaign. The release of the results is scheduled for April 2018.

The Permanent Preservation Areas (PPAs) to be recovered in the municipality of Mariana (MG), including main river channels, forest fragments and springs, were fenced. So far, 17 km of fences have been installed on 37 affected rural properties.
Work was done in areas 19, 25 and 27, non-priority, to regularize channels and banks and for erosion process control. The activities underway in these areas include soil conformation, drainage systems restitution, dibbling, fertilization, manual sowing, as well as application of biodegradable blankets and sediment retainers.
To ensure the quality of bioengineering services, field monitoring was performed to verify the efficiency of the activities performed and the need for interventions. In areas where plant coverage and erosion process containment systems do not meet the criteria of the technical specification, whether due to natural non-development or due to owner interventions (such as cattle trampling), timely maintenance of bioengineering services will be scheduled. There is currently a company full time involved with these services.
In November, areas 15A, 15B (priority areas), 21 and 22A (non-priority areas) underwent corrective maintenance, such as dibbling, sowing, fertilization and irrigation.
The completed tributaries also go through this maintenance process and those without access are monitored by aerial images (VANT and Drones) to verify the natural regeneration process. In November, another campaign was carried out to monitor the vegetation, through aerial images captured by the company Geopixel.
The hiring process of the companies to carry out the services of Forest Restoration and Fencing of PPAs in Barra Longa, Ponte Nova, Santa Cruz do Escalvado and Rio Doce (MG) also moved forward in November.

In Mariana (MG) the fencing activities of the Permanent Preservation Areas (APP) are ongoing. So far, 10.2 km of fence has been installed on 19 affected rural properties.

Works to regulate river channels and banks and control erosive processes in the non-priority areas 19, 25, and 27 are ongoing. The activities underway in these areas include soil conformation, drainage systems restitution, dibbling, fertilization, manual sowing and application of biodegradable blanket and sediment retainers.

Renova monitored the efficiency of the activities carried out and the verification of the need for interventions to guarantee the quality of bioengineering services. In areas where the covering of plants and erosion process containment systems do not meet the criteria of the technical specification, regular maintenance of bioengineering services is scheduled. Currently, there is a company providing these services full time. In October, priority areas 3, 5, 6, 7, 8, 10, 11, 13 and 15 and non-priority areas 19, 23 and 24 went through regular corrective maintenance such as dibbling, seeding, fertilization and irrigation.

The completed tributaries also go through the maintenance process. Those without access are monitored by aerial images (VANT and Drones) to monitor the natural regeneration process. In October another vegetation monitoring campaign was started, via aerial images carried out by the company Geopixel.

The third campaign to collect information on the monitoring of priority interventions was completed, which will allow the evaluation of the effectiveness of the environmental recovery interventions carried out in the stretch between the S4 dam and the Candonga reservoir.

Initiation of the fencing activities of the Permanent Preservation Areas (APP) to be reforested as of December 2017.

The activities of soil conformation, drainage systems restitution, making holes for planting, fertilization, manual sowing and application of biodegradable blanket and sediment retainers in non-priority areas are still underway.

In areas where the covering of plants and erosion process containment systems do not meet the quality criteria, whether because there is no natural development of the vegetation or because of interventions, such as trampling of cattle, timely maintenance of bioengineering services will be scheduled. Currently, the company that’s responsible is fully focused on these services.

The completed tributaries will also go through the maintenance process and the areas that are difficult to access are being monitored by aerial images (Satellites and Drones) to follow the process of natural regeneration.

The working plan, to comply with Clause 160 of the Transaction and Conduct Adjustment Term (TTAC), was presented to the Inter-Federative Committee (CIF) and is aimed at the reconformation of the channels, banks and erosion control in the rivers Gualaxo do Norte, Carmo and Doce in the municipalities of Mariana, Barra Longa, Rio Doce and Santa Cruz do Escalvado, in Minas Gerais.

The environmental rehabilitation activities were completed in the non-priority areas, with the topographic reconformation of the channels and flood plains of the main rivers, as well as revegetation, surface drainage and erosion process control. The non-priority areas were defined based on the geomorphology study that indicated the sites with lower tailings deposition and/or less environmental fragility.

These actions seek to avoid new loads of sediments from the river banks to the river channel and its tributaries, through measures of control of drainage, rockfall and bioengineering. To ensure the establishment of revegetation, the areas will also be preserved by using top dressing and reseeding methods.

The works to regulate river channels and banks and control erosive processes in the non-priority areas 19, 21, 25, 26 and 27 are in progress. At these locations, tailings volumes are relatively small, representing less risk. Immediate access to these points is more difficult because of the small flood plains. The activities underway in these areas include soil conformation, drainage systems restitution, making holes for planting, fertilization, manual sowing and application of biodegradable blanket and sediment retainers.

The areas with completed works are periodically monitored to demonstrate the efficiency of the activities performed and to identify sites in need of maintenance.

The Renova Foundation presented to the Technical Board for Forestry Restoration and Water Production (CTFLOR) the working plan for the recovery of 2 thousand hectares in environmental area 1.

Completion of environmental rehabilitation activities in priority areas. Topographic reconformation of the main river basins and plains, as well as revegetation, surface drainage and erosion process control. The works to regulate channels and banks and control of erosive processes in non-priority areas are in progress.

Monitoring of the areas with completed works with the purpose of demonstrating the efficiency of the activities performed and identifying sites that need maintenance.

Completion of aerial survey of vegetation by means of drones. With the aim of quantifying the revegetation area and biomass above ground, the initiative will provide the data needed for the second campaign of the Priority Intervention Monitoring Plan.

Preparation has started of the working plan for the recovery of two thousand hectares in the environmental area 1, which will be approved by the Inter-Federative Committee (CIF).

In June, the environmental rehabilitation activities of the 101 mapped impacted tributaries were completed. The topographic reconformation of the channels and plains of the main rivers, as well as revegetation, surface drainage and erosion process control were completed in all 16 priority areas, defined based on the geomorphology study, which indicated the sites with the highest deposition of tailings and/or greater environmental fragility. The actions seek to avoid new loads of sediments from the river banks to the river channel and its tributaries, through measures of control of drainage, rockfall and bioengineering.

Work has begun on the reconformation of channels and margins in three non-priority areas. In these locations, tailings volumes are relatively small, representing less risk. In addition, immediate access to these points was more difficult because of the small flood plains.

In May, another 16 tributaries were recovered, reaching 98 watercourses (tributaries), out of a total 101 mapped.

In order to ensure the establishment of revegetation, the areas will be maintained using top dressing and reseeding methods, when necessary.

Work has begun on the reconformation of channels and margins in non-priority areas. In these locations, tailings volumes are relatively small, representing less risk. In addition, immediate access to these points was more difficult because of the small flood plains.

In April, eight other tributaries were recovered, reaching 82 watercourses, out of the total 101 mapped. In the priority areas of Gesteira, Paracatu de Cima, Ponte do Gama and Bicas, erosion control services were carried out.

Ongoing are the development of engineering projects in non-priority areas and the recovery actions in priority areas, including services of channel regulation and embankment and control of erosion processes in the Gualaxo do Norte, Carmo and Doce rivers.

In March, another 4 tributaries were recovered, reaching a total of 74 recovered tributaries of the 101 mapped. Ongoing are the development of engineering projects in non-priority areas and the recovery actions in priority areas, including services of channel regulation and embankment and control of erosion processes in the Rivers Gualaxo do Norte, Carmo and Doce. In total, 921 people were mobilized by the actions of the program.

935 employees were involved in the activities related to environmental recovery. There was a 65% progress regarding the environmental recovery services of the priority areas and a 67% progress regarding the environmental recovery services of the tributaries. 15 tree species have been planted on 78 sites across the Permanent Preservation Areas (PPAs), in addition to the implementation of 579 plots of vegetation to assess the percentage of actual covering vegetation. Finally, 45 rulers for sediment accumulation monitoring have been installed in several priority areas.

From January 2016, 63 tributaries were recovered and 52% of channel reconformation works and erosion control works of the priority areas were executed. The revegetation pilot test with native species was initiated in impacted permanent preservation areas, in addition to the issuance of recovery projects of the non-priority areas.

The report of the long-term leaching tests confirm that it is unlikely that the soil and affected sediment release high concentrations of metals into the ground water in submerged conditions or during bad weather exposure conditions. Because of their low content of trace metals and their more crystalline nature, the tailings possibly don’t contribute significantly to the further mobilization of metals.

Whereas the evaluation report of the metal presence in floodplains shows that it is likely that the soils affected by the tailings are suitable for agricultural production of crops that are more tolerant of these metals (As, Co, Mn and V), such as cotton, Nile grass and potato and native plants for the revegetation of the area and restoration of the natural ecosystem. Precautions should be taken to produce crops such as rice, barley, radish and soybean in the area where arsenic and manganese in the soil exceed the Ecological Soil Indicators for plants. High concentrations of these elements in the soil of the affected flood plains are largely due to the type of soil of the basin or the local geology. Evidence indicates that arsenic, cobalt, manganese and vanadium concentrations are relatively low in the tailings samples collected in the Fundão tailings dam, as shown in the Golder report (2016).

Such areas now also include monitoring structures. Furthermore, the development of projects for non-priority areas has begun, as well as maintenance to the initial emergency revegetation of 800 hectares. Leaching tests were performed to simulate different depositional environments for 20 weeks. Such tests help the Renova Foundation to understand the chemical stability of the materials deposited downstream of the Fundão tailings dam and in different deposition areas in the long run. The results confirm that it is unlikely that the affected soil and sediment release high concentrations of metals into the ground water in submerged conditions or during bad weather exposure conditions. In October, the recovery of a tributary, the detailing of bioengineering activities in the priority areas and the preparation of a technical manual for the standardization of the drainage works were completed. In the same period, data were made available on the WebGis of environmental agencies (tool that allows the integration of spatial geo-referenced and tabular information and make them available for interactive query).

56 tributaries have been completed, as well as the alignment with environmental organizations about the solutions to be implemented in the reconformation works on the river channels.
