Seminar organized by IBAMA, in partnership with ANA, discusses the results and challenges of the repair work along the Doce River basin

The Brazilian Institute of Environment and Natural Renewable Resources (IBAMA), in partnership with the National Water Agency (ANA), organizes, between today (24) and tomorrow (25), in Brasilia (DF), the Doce River seminar: Challenges of Inter-federative Governance. The event evaluates the results achieved so far and also analyzes the challenges to be overcome by the 42 programs managed by the Renova Foundation. The programs are part of the Transaction and Conduct Adjustment Term (TTAC) signed by the Federal Government, Espirito Santo, Minas Gerais and by the companies Samarco, Vale and BHP, after the collapse of the Fundão dam.

At the opening ceremony, which was attended by the minister of Environment, Sarney Filho, the President of the Inter-Federative Committee (CIF) and IBAMA, Suely Araújo, reinforced the role of the seminar to clarify to society the complexity involved in building the programs, the challenges ahead and the achievements of this past year. According to her, the character of this model is innovative and educational: “It is a process of collective learning. We have the environmental agencies of the Federal Government, the States and the Municipalities working together, in contact with society, listening to the community. The management of the basins, which has always been a dream of the environmental movement, is becoming reality in this process”, said Suely.

Head of Planning of ANA, Gisela Forattini, stressed that deliveries, even partial ones, are relevant: “There is still a lot to be done in this recovery process, but some results of the repair actions are already having immediate positive effects”, she said.

“What strikes me the most is what we can read between the lines of the speeches and the actions of all who are acting directly and indirectly in this process: the search for renewal and a new level of knowledge to operate in the Doce River Basin. Actions are integrated, include people, education, sanitation, water, culture, health, economics. I see this integration and renewal in the model of action at the heart of all the recovery work in this basin, which I call a country”, commented Paulo Martini, counselor at the Brazilian Association for the Advancement of Science (SBPC) and official at the National Space Science Research Institute (INPE).

On Friday (25), at 3:00 pm, after the presentation of the technical boards, the CEO of the Renova Foundation, Roberto S. Waack, will talk about the institution’s performance. Also, speaking will be the CEO of the Doce River Basin Committee (CBH-DOCE), Leonardo Deptulski, the CEO of the CIF, Suely Araújo, and the Grupo Interdefensorial, formed by public defenders.

The TTAC

The Term of Transaction and Conduct Adjustment was signed on March 2, 2016, by representatives of the Federal Government, Minas Gerais, Espirito Santo, Samarco Mining (responsible for the Fundão dam), Vale and BHP Billiton Brazil (both Samarco controllers). Get to know all the programs, as planned in the Term of Transaction and Conduct Adjustment (TTAC), to repair, restore and rebuild the environment and the communities impacted by the collapse of the Fundão dam.

The CIF

The Inter-Federative Committee is composed of representatives of the environmental agencies and public administration bodies that have signed the TTAC. Among the group’s attributions are the monitoring of the 41 socio-environmental and socioeconomic programs of reparatory and compensatory nature, outlined in the TTAC. It is also up to the CIF to establish channels for civil society participation; give their opinion on plans, programs and projects; in addition to suggesting proposals to solve the impacts caused by the collapse of the Fundão dam.
