Qualification seeks to keep professionals up to date and improve the services provided in each municipality.
Municipal employees from 39 cities along the Doce River Basin were trained in areas related to management, sanitation and solid waste. The workshops, held between 2018 and 2024, involved technical, legal and municipal service operator teams appointed by city halls.
During the 74 in-person and virtual workshops, the initiative integrated technical knowledge with the institutional, social and environmental aspects of each municipality, promoting more effective solutions adapted to local realities.
The topics covered are from different areas, such as sewage treatment technologies, sewage projects; best practices in operation; selective collection, inclusion of collectors, solid waste consortia, preparation of Terms of Reference and RFPs, bidding process, contract management, environmental education, among others.
Performance in municipalities
The training is part of a set of actions aimed at cities affected by the collapse of the Fundão dam. The participating municipalities are responsible for implementing and supervising sanitation and solid waste works, with the technical and financial support provided by the initiative.
Actions begin with the definition of necessary projects by city halls and the forwarding of requests to the Interfederative Committee (CIF). With CIF approval, the municipality can send the projects for analysis by the banks, BDMG or BANDES, which authorize the bidding. Municipalities are responsible for everything from the bidding process to the execution of the work, as well as the supervision of contracts with companies.
By August 2024, funds had been transferred for 11 urban solid waste projects and 39 sewage systems in Minas Gerais and Espírito Santo, which are already underway or in planning.
